Flexible learning for local government employees

Introduction
Kathy Kelly is the Manager of Training Services of the Local Government Association of Queensland (LGAQ). Her 2002 Flexible Learning Project involved developing a strong, professional network of learning and assessment operators from UK and Australia with a view to establishing a steering group to enable LGAQ, National ITAB, LG ITAB and TAFE to design, deliver and promote a Skills Learning and Assessment Centre for the local government workforce.

Professional Development Goals
• To undertake an action-learning approach to flexible learning and delivery

Strategies
Study tour of UK, visits and observations of Queensland Councils,
investigation of five software products, seminar, meetings, investigation of
partnerships, online opportunities and models, FLL change management
working group, mentor

Outcomes
• Completed FLL Award, meeting time frames, costings and deadlines
• Prepared State-wide Local Government Training Strategy, to be
promoted by LGAQ
• Prepared online access to self-assessments to be delivered in March
2002, as start of a complete Local Government Training Package
approach
• Built networks within UK and Australia – for the sharing of resources
and materials
• Achieved personal development and skills in online learning,
assessments and monitoring of outcomes
• Acquired skills in assessing Local Government councils within the IiP
model, with a view to promoting this Award within Local Government
councils – to increase returns on their training investments
• Established professional relationship with an expert in the Change
Management and Action-Learning fields, Dr. Ron Passfield

Learning & implications
Summary of learning

• Training needs to become more flexible and relevant to the
workforce, supportive and relevant to the job
• Learning is a crucial life skill and essential for business
• Access to computers by individuals needs to improve
• Marketing of training development should be as an accessible and
lifelong learning approach which meets individual needs
• There is a need for accessible services to identify operating
levels and qualifications, which can be gained through recognition
of prior learning or recognition of current competencies
• The key to development and change management is private
and public partnerships
