The web creates new opportunities for learning, and is driving changes in who is learning and what their learning needs are. The education system has to take account of these changes.

A number of projects are taking place to develop metadata for educational resources. This paper argues that current metadata initiatives should also consider the educational aspects of resources which may not have been created originally for education.
